Our 01 Wrangler did the same thing if I turned the key of and on 3 times before starting it would start right up.Dealer said you need a new fuel pump very expensive. So I did some checking online and found out others with the same problem and to replace the fuel regulator I drooped the tank uncliped the 2 clips and used 2 screwdiivers to pop it up out then pushed the new one in installed the clips and put the tank back in. That was 2 years ago and it still starts right up fast
