At least in (most of) the Shenandoah Valley, low taxes are because of good, conservative government that doesn't over-reach its authority. Don't expect them to come pick up your trash or to entertain you with fancy ballparks or beautification projects.
Cities are higher taxes (still reasonable), but the counties are very rural and there is not much professional employment. Schools are pretty good, but basic.
Avoid the college towns (especially Charlottesville) where the self-important liberal professors impose their grand vision (and higher taxes) on the citizens.
Where should you go? Depends on what you are interested in/how far you want to be away from "civilization".
