Oil on heat bolt in a 230?

I pulled the head bolt located on the center, distributor side in my parts truck this weekend to bolt on a lift ring. When I removed it the bolt was dripping with oil. I was expecting antifreeze, but this was black oil.

Any thoughts as to what might be going on here? Does this bolt go into the water jacket? The antifreeze in the system is very clean and green. Does it go into the oil gallery?

The engine is free but wasn't running when purchased although the guy had tried to get it started. I was going to play around with it before removing the head, but I got to wondering if this might be an indication of something or other? Maybe they dumped oil in the bolt holes to keep them from freezing up?
