I've been looking at the docs again, and I think that it may mean that it was able to deliver a constant usable 1.5gpm within a certain RPM range (1200RPM - ??? RPM), where the extra flow above 1.5gpm is returned to the tank. The "controlled flow 7.5GPM" means that I can go like 5X above the 1200RPM and not have any change of flow.

Other pumps have lower "controlled flow" values, meaning a tighter RPM range for a rated flow?

Maybe I'll email Eaton/Vickers and ask this question.
