It sounds like your master cylinder push rod is not returning far enough to allow the pressure to come back into the master cyl. MAke sure you have a slight bit of freeplay in the rod from the pedal to the booster. Also your new ( rebuilt?) booster may be defective and not releasing when you remove your foot from the pedal.
