Although I have no direct experience with it, I've been told that if there is water in the wheel cylinders and it gets hot enough to turn to vapor (steam), which is compressible.
Of course this wouldn’t happen all the time, just under heavy braking and I’m not sure if the brakes would be spongy or you would just experience brake fade.

In short, water is not compressible, but water vapor is.
