M37 Spongy Brakes

Over the winter (in Minnesota) the brakes on my M37 got soft (spongy). You can pump them up but they won't stay there. Is there air in the lines? I checked the fluid and that is fine. Would bleeding the lines help? How do I know if the master cylinder is bad? Thanks
