I would take out the spark plugs and pour a lot of oil down each cylinder, let it sit over night and with a breaker bar slowly turn the crank shaft rocking it back and forth. do a little at a time add more oil, let it sit and so on. This is assumming it is stuck just from sitting. once it is free and you get it running you will have a lot of smoke for a while
