Not only that but it depends on who you get to do the inspection and what kind of day they are having. Sad, but true. Some guys have the engine serial number as the VIN and so forth which throws another aspect into it.

When I took my 1/2 ton military in for inspection the guy opened the drivers door and was surprised to see no tag. I told him they put them on the glove box door, which they did. Main thing is to remain calm and don't throw any red flags to make them hunt more. They never looked for the frame number.
He was extremely nice and wanted to know all about the truck so I got lucky. Be on your best behavior ;)
Generally the whole thing is just about getting the revenue anyway. I can see Ohio's way of doing it. They want the signature of seller notarized on the title so the seller can't say the title was just stolen and signature faked. What the Minn. DMV kept telling me, "You have the title so there is no need for a notarized signature." You can see how "just" having the title could be a can of worms.

Get what you need and know what you need to get it transferred in your own state before going to pick it up. You don't want to have to track down or make another trip just for paperwork.

I've found making a trip to the DMV will clear up issues. Get the persons name you are dealing with so if they argue they can bring them back into it and cover you. Just better all around for your case as they can't deny it then. Do your homework.
