No problem, although I guess the ID is that of the bolt. You local hardware store probably has some spacers or tube which would be seemless. Otherwise you might have to file out the weld on the inside of the black pipe.

Does your setup look like mine overall (triangle, etc)? Do you the linkage/parts which belong between the A and B indicated on my pictures? Is there a stud on your transmission for that link?
