You might want to check starting motor pinion adjustment. On WWII WC 1/2ton trucks the clearance between the pinion and pinion housing should be 1/16" to 3/32". The PW starter is probably the same or close. The starter motor button may be screwed into or out of the switch assembly as required for proper pinion adjustment. Remove the starter from the truck and push the shift yoke to it's extreme limit of travel until the starting motor switch has made contact. Then measure the clearance between the end of the pinion and the thrust washer.
Teeth on pinion could be shot.
Some teeth on the ring gear could be shot.
