Starter question ?

When you sometimes hit the foot starter on a PW flat fender 6cy and the starter pinion misses the flywheel teeth and spins freely--and then after a couple of tries you get an engagement--

Does this mean the pinion is partly worn out or is there a simple adjustment or lube needed?
