Brake & Gas Lines

I'm replacing the brake and fuel lines on my 54 PW and wondering which one goes on the inside of the dual clips? All clips are still there, but nothing to go by. Also, did these clips originally have rubber on them or is it OK to put steel lines in them without rubber?
