Clean up the cab and epoxy paint the whole thing. Do the welding and clean up first of course. You can then fill on top of the epoxy and if you use talc filler it will not promote rust.
Once the work is done seal it with a coat of thinned epoxy.
These days most decent shops do not put the filler on bare metal. Once you shoot the sand coat on the truck leave it as long as possible. The primer will shrink and show sanding scratches.
Clear coat - You may not need it and I would avoid it if possible. Touch up is a pain with clear coat, not so much with a colour top coat.
