The wire in the primary winding is different depending on the intended voltage. The 24 volt coil will have more turns of finer wire. A 12 volt coil will burn out on 24 volts, of course. If you add a ballast resistor (whatever value it takes to drop the voltage at the coil to 12 volts with the points closed) then the coil won't burn up, but the spark will be weak. If you get really clever and think "I'll just use a 12 volt coil and run the ignition off the hot terminal of the lower battery" you'll have ignition but you'll also have an unbalanced load on the batteries which will keep the low one under-charged and the high one over-charged. I've seen that done a couple of times, usually to power a radio, but sometimes to power the headlights so they could use cheaper bulbs, and the result is endless "mystery" electrical problems.

I'm sorry to hear all the 24V replacement coils are Chinese made. I wonder if the Turkish ones are. Of course the Chinese can make anything as good as you could want if they decide to. I don't see any choice except to replace it and hope you get lucky with a better one this time.
