Vacuum bleeders don't work well. manual bleeding or pressure bleeding always work. Also is the master cylinder a rebuilt unit or a "new" unit? rebuilt parts store master cylinders only have about a 70% chance of working at all or for very long. your symptom leads me to think defectvie rebuilt master
