I hate to put you through it but this may help you come to a conclusion. You tighten every set of brakes down until they will not turn by hand. Now go put your foot on the brake and see how it feels. If you need to pump until hard you know you have an air issue.
If the brakes are hard when you pump once you know it is a slack adjustment issue. Back each drum off until you can just turn it .
I suspect it is air in the lines. One of your hard lines is above the bleed point and the air keeps sliding back up there when you bleed them. You could try cracking a line at a high point, when there is pressure at the master cylinder- small pressure.
Hope you find some technique that will work for you. Figuring out what the issue is will help you find a solution.
