318 Poly valve timing

hello all! I'm back in the power wagon game and have been working on a sweet 1964 W200.

I have been tuning it up and have done a spin on oil filter conversion, sealed the intake manifold replaced wheel cylinders, painted valve covers, replaced hoses, converted to electronic ignition, and a myriad of other fun things.

I now want to check/set the valve timing on it and would like to get some information as to the correct procedure. this is the original motor from 1964, and it has solid lifters.

I know the manual (I've since sold) said to do it running. However, I would like to know if I can do it after warming the engine using a remote start switch. what do you guys think about this? Mopar Norm??

I know I need to make sure the cam is rotated fully onto the heel for the valve I'm setting. this is why I would prefer not to do this while the motor is running.

the question being: what is the most reliable way to ensure that particular valve is not under any tension and the lifter is completely on the cam heel and not coming up/down the ramp?

I have read how to do this on other motors that say there is a particular valve to watch and when that valve is under tension the one you are setting is completely closed, etc. Any tricks like this you could give would be helpful. I just want to do this accurately so I don't induce any problems into the valve train.
