On mine I just bolted them on first a little loose then tighten up the bolts. Hard part is lifting a fender not scratching it and bolt it on at the same time by yourself. I have to pick up some replacement bolts today I am running out of them now for things. I did put the radiator side panels on first before bolting the cowl top to them! Had to take them back off to put it together first.
