Another electrical problem question

Last weekend my 97 Expedition died on me. Opened the door, dome lights came on. Put in and turned the key to the run postion and all the indicator lights came on and heard the in tank fuel pump working. As soon as I turned the key to the start position everything died instantly. Not even a click from the starter.
I have 12 volts at the battery. 12 volts on both sides of the primary battery fuse. The big red lead at the altenator has 12 volts. But at the power distribution box there's just under 2.5 volts.
Any ideas or suggestions?
