You will not be able to freely spin the worm gear with
the drum shaft. You do not want it to. That is the idea of the design. It will never spin like meshed gears. The idea for a lot of resistance to spinning as you don't want the drum to freely spin when the cable is belong pulled on. The mechanical advantage is on the worm gear shaft. You want the worm gear to spin many times to each turn of the bronze gear.
Set the preload on the worm gear shaft with out the bronze gear installed per specs. Then install the drum shaft and bronze gear and it will be fine. You also need to adjust the brake on the end of the worm gear correctly. This will stop the drum from unwinding when drive pressure is removed.
