I think you could get by without a balancer on the 6bt. It's not ideal, but that alone won't snap the crank.
I still don't think you have solved the fan pulley problem, though. If you put that short pulley on a hub (the part that holds the bearing) that currently carries the deep pulley, the fan mounting surface will remain in the same place (not moving your fan back) while the belt alignment will be thrown off.
