Not sure you'll salvage the other part of the seal housing. They are usually in there good. I tack welded some bolts to mine and used a puller.

New seals should come with the outer portion or you can get an adapter with threaded puller holes from M-series that takes a modern seal.

The tool you'll need is pretty straight forward. Mine was just a pair scrap steel plates welded to a piece of angle and a handle but it wasn't long enough, so what ended up working better was to weld a nut to the top and use an impact wrench/breaker bar to work it loose. It's easier if it's still in the housing (mine wasn't) since like said before it should be really tight. It's there to retain the bearing race (#21) more than the bearing.

Don't forget about #20, the little square-headed set screw is there to keep that nut from backing out.
