In Idaho, I doubt there is a problem. I have purchased one off of GovPlanet and will see how it goes.
In Idaho they make you have a title on EVERYTHING from ATV's to trailers.
I will apply for a "conditional title" with a "Bill of Sale" meaning that if no one contests it in three years, it is yours.
In Idaho we do not have emissions tests, and they should have all the basic safety equipment. Also have to check for DOT approved tires.
