Here in PA it would most likely would need a "reconstructed" title.
Believe me that is a MESS to get thru.
the last one I did I had to supply bills for all parts purchased and for used parts the supplier / junkyard had to provide documentation from the donor vehicle including the VIN. Oh, and that the state sales tax was paid.
basically I had to "prove" I was not a chop-shop.
Kinda pissed me off that I had to prove I was an honest guy.
The new laws are a lot more strict and involved. You need a special safety inspection license to approve the vehicle for the title application.
