seized caliper piston
rust/dirt in the flex line screw
air
proportioning valve has shunted over (depends on type of valve)
and in rare cases the inside of the flex hose can have a flap of rubber that gets in the way of the fluid.
Test Them ? Put air to the back of the calliper inlet and see if the puck moves. Put a piece of wood in there or you may fire the puck right out of the calliper.
