A lot of circuit boards have a coating sprayed on to protect it from moisture, etc. Even if you melt thru it with the tip of the iron, ithe residue prevents the solder from flowing.
I always use a Q tip with some acetone to dissolve the coating and clean an area about the size of a dime around the pins needing to be soldered.
