Ex post facto only applies to criminal law, not civil laws

As in you can't pass a law that car thieves that were released prior to the law, must register and have their pictures put up at auto dealerships or known drunks pictures posted at the state spirits store, or a law that retro actively punishes or adds punishment to a crime or makes something illegal that wasn't illegal at the time it was done or disdvantages by retroactively taking rights that were not taken before the law.
It was a long time ago that this became the accepted meaning of ex post facto law.
