Is the truck property of the FD or of the GSA? If it is GSA property, YOU CAN NOT SELL IT! My former VFD M-37 was GSA property until 1998, after the VFD returned it to the GSA. If it is not federal property, there will have been a Form 97 issued, there should not be a title without it.
The Big Electric Forum, located on bigelectric.com, might be able to help you better concerning value. If the truck has no winch, $5000 for a red one is a little high but not unheard of.
