Call your state DOT about this matter,act as if you know the law and that your truck is exempt due to its age and the fact it did not come factory with seatbelts,that someone at an inspection station is preventing an antique vehicle from passing inspection merely because of seat belts,which would alter and reduce the originality and value of said vehicle.Surely it meets antique or vintage status in your state which should exempt it.
