milo, ran into the same thing. cant say positively what is correct but have received the centered and offset washers and used both. the offset worked a lot better in my application.
had to fight with the centered washers, offset dropped right in. used matts repro bed sides with mar-k wood and strip kit.
pic attached has offset washers.
