Looks like straight disk centres, similar to how tractor/agricultural wheels are made. Usually 3/16" ot 1/4" flat plate drilled and machined to fit the rim and welded in. Like the M601 wheels are fully welded. They are normally set up in a jig to the required off-set, then rotated as they are welded.
