While my truck is down for axles I have been using a family members '97 Cummins.

It is WAAAAY down on power compared to what I remember last time I drove it.

I reached under the turbo and thought the wastgate hose was all cracked, but found it to just be some sort of clear plastic like coating that was cracked. The hose seemed exceptionally soft so I went ahead and replaced it and threw in a new air filter over lunch. That definitely seems to have perked it up in the bottom end. I guess I will know more when I get it back on the highway going home. Im thinking a cracked boost line on the pump, maybe the cat/filter is plugged? Last time I drove it was before he had a new muffler and tailpipe installed. They used 3" all the way and the muffler seems really quiet even for the 12V. Maybe it is massively restricting.

Here are the symptoms pre wastegate/filter work:

VERY sluggish acceleration, I could compare it to an N.A. 6.2 diesel. It will get there and stay but not very quickly. Turbo spooling sounds normal.
No white/black smoke...this one makes me think there is a problem with air management...it should at least give a short puff of black when hard on the throttle from a stop, and it used to.

Can someone send me a photo of where this boost line is? I havent jumped into it yet and not really familiar with the 12V/P7100.
