Remember the F&G brain movement when they added mysis shrimp to Lake Pend Oreille? They thought the kokanee, which were declining due to the fact that people for years were allowed to harvest them without limit, would eat the shrimp. Turns out the shrimp ate what the kokanee ate, so it backfired. Then they gradually put limits on the kokanee; 100/day, then 50/day, then 25/day, then 6/day. Finally they cut them off completely. You just can't allow big trout, eagles and greedy people with no limit to feed on those fish. Now "they say" the kokanee are returning. They spout off numbers in the hundred thousands, as if they can actually do a nose count.
The other big problem, is lake level fluctuation, governed by BPA.
