I spoke with the owner. The Work/TLC pertains to the engine and the seller attributes low engine pressure to too many years with long periods between firing up. he did say the truck is rust free except for a few scratches in the bed and on the cab but sheet metal is solid. I may look at it when I get back from Florida. Will post iff i do.
