This is a sad reminder of what inactivity does to machinery. That clutch hasn't moved for many moons. Probably years before you even found the truck. Any one who owns a winch should at least pull the cable out and rewind it once a year.
I would try to find a shop that can press the clutch off. Or try heat and a big hammer. I wouldn't torch it to get it off, unless you are really an expert with a torch. Otherwise you will be buying a new shaft, too. The shaft can be cleaned up with some emery cloth. But you will have to get the clutch off before you can get the shaft and bull gear out of the housing. Hope your bull gear is good!!!!! They are crazy expensive.
