Heat riser on a slant 6

Got back to working on the D500, and noticed that the carb base gets frosty. The thermostatic heat riser moves freely and the spring isn't broken or stuck, but when I got it it was wired in place, as if there was something wrong. Looking at it from the front of the engine, is the "max carb heat" position all the way clockwise, or counter-clockwise?

As it is, it's all the way counter-clockwise whether it's hot or cold. I can move it about 30 deg clockwise from there at which point it hits a solid stop. The spring tension feels fairly substantial compared to heat riser springs on other rigs I've worked on.
