1/2 ton Steering knuckle flange seal problem

Hi All,
Finally replacing the steering knuckle flange oil seals on my WC-12. I am using some felt seals which I purchased from the late Dave Anwyll many many moons ago. I installed them on the flange oil seal retainer, but I am having one heck of a time installing the retainer back around the knuckle flange. The retainer won't press up tight against the knuckle flange. Perhaps the felt is too thick. Anyone have any Ideas? Thanks.
