Cast steel usually won't break like that, could be maleable cast iron. A grinder will soon tell, dull red sparks and it's cast iron (of some persuasion). You can weld it, just grind it out to a deep V both sides, warm it up and oxy weld with cast iron rods or bronze it, then drill the hole again.
