The bolt you are looking for is the one at the left front corner of the passenger floor board. But, usually, someone has tried to take the bolt out without removing the spring. So, the bolt breaks off. Or, maybe someone just mixed up the bolts when they removed the floor pan. Check the other bolts to see if one has a hole.

Often people just anchor the spring on the throttle linkage rod running across the firewall. That seems to work too.

I think it's a good idea to add a secondary spring to the throttle linkage. That way if the primary spring breaks or comes loose, the throttle will close.
