Your picture shows no adjustment key.
It's a hex with a small cap that goes into the bore on the side and sets the Max. RPM.
it is then wired (sealed) to the housing.
VPW has that governor NOS FOR $50.00
Last year. I bought one just to have.
They are getting rarer to find.
Two friends of mine bought one because there's broke.
Actually there were two of them that failed at last years rally.
The small "dog" that is splined on to the butterfly shat and is pulled by the adj. spring wore and failed.
Common in old Governors.
