It could be, I know enough engineering to be dangerous, and that's about it. Problem we have is there are too many unknowns to make a determination of either the cause of why they make them different, or the effect of if it actually does.
Are the shafts the same diameter? Again, could be that forged is stronger but in the larger axles it was cheaper to make the shaft bigger and use cups vice trying to forge a larger end on a bigger shaft. Like everything engineering is all about the tradeoffs you're willing to make.
