If you end up with water in your ethanol, its because you are getting water in your fuel tank that shouldn't be there.

Most commonly, moisture comes in through the tank vent. An outdoor tank that warms and cools each day and night pumps air in and out as it expands. Each air exchange is an opportunity for moist air to come in and condense, leaving water to build up in the tank.

Alcohol will not suck more water into a fuel mixture. However, alcohol mixes better with water than gasoline. That is convenient for those of us who enjoy a nice whiskey and water. That is inconvenient in your fuel tank when the water and alcohol want to be together and the gasoline gets left out of the love triangle.
