There is very little clearance between the armaturte and the iron field cores. Once a bushing wears a bit, they rub together. Starters do 10,000 rpms, so a bit of friction takes a LOT of power.

Of course that is assuming things are other wise OK- not rusted together inside, bushings still oily, ends assembled to starter properly.

And new engines are a bit hard to turnover, plus there may be internal prob, like not quite assembled well, and mismatched parts.
