Ok, you have a steering arm kit for an M37 and not a civilian truck, The difference is the M37 is slightly larger but can still work.

You place the metal retainer on the steering arm (pitman arm) first, then you work the leather cover through the retainer hole and up the arm. Once the arm ball is in the tube and ball cups have been properly adjusted, you push down the cover and retainer to the tube and secure the retainer around the tube with the two metal fingers. The kit should have had a piece of wire to wrap around the leather cover just below it's end to keep grease in and dirt out and I don't see it. You can use wire or a plastic tie.

The other metal piece with felt is used at the arm assembly and knuckle arm ends.

The metal retainer in your picture appears to be the retainer used at arm assembly and knuckle arm ends because it has the valley/shoulders for the metal cover/felt to sit in and would be incorrect for the steering arm. Do you have any other retainers that look different or flat on the hole side? Were the kits opened or sealed when you got them? I looks like you may have a mixed bag of parts.
