Sounds like they're still sticking to the terms of their contract with AM General, which was based on protecting AM General from having surplus HMMWVs compete with their retail sales of civilian ones. Now that they're not selling any retail HMMWVs (H1s, in the parlance), that contract should be invalid. "Stripped of any military characteristics" could mean anything. Basically, they're turning runners into residue trucks, probably only good for driveline parts and maybe some body panels. It's going to end up like the situation with M151s -- lots of surplus parts on the market, but few vehicles to put them on.
