I'd call him an electrician in the same sense that every wood-butcher is a carpenter. Around here a lot of small-time wiring and plumbing jobs get done by "some guy at the bar" who does that sort of work on the side.

Probably the same guy who wired a clothes dryer outlet with #10 sire (so far so good), but finding no more space in the box for a 2-pole 30 amp breaker, loosened the lugs on the Grand Coulee side of the main breaker and stuck the dryer wires in there with no protection except for the fuse on the 7.5 kV side of the transformer on the pole. If there'd been a short in the dryer, that whole piece of romex would have gone off like a flash bulb.

I just thought it was a nice touch that this guy (electrician or not) took the trouble of connecting the ground wire to the outlet properly, and then grounded the other end to a 2x4. I wonder if the person who hired him (or at least bought him a drink) was watching and he wanted to make it look like he was doing things right.
