Sliding jaw clutch on the gearbox side of the drum.

The shift handle is fragile cast iron and is attached with 2 small screws. The jaw clutch gets dirt and rust in it and doesn't slide very well. 40 years ago, somebody was trying to pull a stump with it the clutch didn't slide so he pushed it as hard as he could. That didn't work so he grabbed a nearby jack handle and gave it a few hard whacks. It broke, so he cussed at it and threw it in the bushes in disgust. Then he took the jack handle and an axe and pried and pounded the clutch into engagement and left it there, using the PTO lever in the cab to control the winch. If you find the spot where he was trying to pull the stump, and look around in the bushes, you'll find the busted handle. Or you can buy a repro from VPW.
