Joe remove the cable from the truck, which may take some doing since it's theaded into the PTO shaft. It has to be rotated to unthread it. Once it's out I'd soak it coiled up in a pan of transmission fluid. The cable isn't coated so the oil should work it's way into the cable. PB Blaster is smelly but works. Keep trying to work the cable in and out to free it up.
