I hardly think so. It's getting way too hard to title a "bill of sale" vehicle these days. If he wants that kind of money, the seller should have gone to the trouble of getting the title.
And the gas gauge was no doubt fried by doing a 12 volt conversion (can't tell from the one under-hood photo) without adding a 6 volt adapter for the gauges. If nothing else, that makes it sound like a careless "customization/reconditioning".
I just don't understand people who put all that effort into the body work, which to me is the hard part, and then they try to sell it for top dollar with some simple thing broken, or without a title. And who gives a rip that Tom Sellick owned it? He obviously didn't know how to avoid frying the gas gauge, or how to replace it with a new one.
